Illicit Discharge Detection and Elimination Program

The Facilities Management Department staff will be responsible to periodically conduct and record annual dry weather flow inspections of all known outfalls not accepting well water discharge. If dry weather outfalls are found, samples of the material will be collected and sent to an appropriate third party environmental testing agency to determine the content of the outfall.

Investigation of the source of the dry weather flows will begin as soon as practical and all reasonable efforts expended to identify the source of the dry weather flow. After the source has been identified, the person(s) responsible will be instructed to disconnect the source of the outfall to preclude additional flow discharge to the particular outflow. Physical Plant staff will be issued a work order to disconnect the source of the outflow within 21 days after discovery. If it is not possible to eliminate the outfall within 21 days, of discovery, the University will submit the reasons why the discharge cannot be eliminated to the Iowa Department of Natural Resources (IDNR) within 21 days of discovery. Additionally, a plan will be submitted to the IDNR that will contain a timeline of activities that will result in the elimination of the discharge.

The statement and plan will be submitted to the IDNR within 21 days of the discovery of the illicit discharge. If the IDNR does not approve the plan, the University will eliminate the discharge no later than the date determined by the IDNR. All illicit discharges shall be reported to the IDNR no later than the end of the first business day after the day of the discovery.

A report will be made of the inspection and resultant action and copies sent to the Director of the Facilities Management and the Associate Director for Construction Management and placed in a file to document the illicit discharge and subsequent mitigation strategy.
